Werner Bühlmann (born in 1946) graduated from the University of Zurich with a law degree in 1971. After internships at the District Court of Bülach and the High Court of Schaffhausen, he was admitted to the Zurich bar in 1973, going on to obtain his doctorate from the University of Zurich in 1975. Between 1975 and 1980, he worked as legal advisor in a retail corporation and for a trust company in Zurich.

From 1980 until he retired in 2011, he carried out various functions in the Swiss Federal Office of Energy (SFOE), initially as Head of the Legal Service and then, from 2000 until 2010, as Head of the Law and Safety Department and Member of the Executive Board; from 2005 onwards, he was also deputy to the Director.

In particular, Werner Bühlmann’s responsibilities included the preparation of legislation which − in the nuclear sector − included the Nuclear Energy Act, the Nuclear Energy Liability Act and the ENSI Act, together with the associated ordinances.

Furthermore, he was responsible for implementing the licensing procedure in accordance with nuclear law, and for drafting and implementing the sectoral plan for deep geological repositories. For many years, he also headed the Federal Working Group on Nuclear Waste Disposal (AGNEB). In the course of all these activities, he maintained intensive cooperation with ENSI and its predecessor organisation HSK.

He has been a member of the ENSI Board since 2012.
